Boxer Confirms: Some Bike/Ped Protections Remain in Final Bill [Updated]
Sen. Barbara Boxer just issued the statement below. It confirms that “half of the funds for bike paths and pedestrian walkways [will be allocated] directly to local entities,” as spelled out in the Cardin-Cochran amendment. Update: It appears that the “opt-out” provision for states only applies to the half that they control, after local governments have their say. However, that’s still a blow to street safety compared to the Cardin-Cochran provision passed by the Senate, which required states to hold a competitive grant process to distribute their half of the funds.

Stakeholders Beg Conferees to Stop Acting Like Children
Sen. Barbara Boxer's noon press conference started out as a bit of a mess. The Senate press gallery announced it was canceled five minutes before it was due to start. Then three minutes later, the EPW committee sent out a notice that the event had changed locations and would start 20 minutes later. Needless to say, there was much confusion.

Senate’s Changes to TIFIA Could Mean More Toll Roads, Less Transit
When the Senate Environment and Public Works Committee unanimously passed a two-year transportation reauthorization bill last month, it quickly became clear that bipartisan support was coming at a price. First, we learned that the Transportation Enhancements bike/ped programs would lose their dedicated funding. Now, we learn that Transportation Infrastructure Finance and Innovation Act (TIFIA) loans will no longer hold applicants to as high an environmental standard -- or any standard, really.
