High Transportation Costs Make a Lot of HUD Housing Unaffordable
Rental assistance from HUD isn't enough to make the cost of living affordable when the subsidies go toward housing in car-dependent areas, according to a new study by researchers from the University of Texas and the University of Utah. The study evaluated transportation costs for more than 18,000 households that receive HUD rental subsidies, estimating that nearly half of recipients have to spend more than 15 percent of their household budgets on transportation.

Why Congress Can’t Kill the Partnership for Sustainable Communities
Let’s say you worked for a city that was trying to revitalize a piece of land with a bunch of dilapidated buildings on it. You want to build some residences and some retail space, and you want to make better connections to the street grid. Congratulations – HUD and U.S. DOT both have money to help you get where you’re going. Except, oops: HUD is going to demand that you hire locally, to create jobs in the community, while U.S. DOT is going to demand that you get a competitive bid, showing no preference for local hires. Everyone you talk to at either agency just scratches their heads and says they don’t know anything about the other agency. They wouldn’t even know who to talk to over there.

HUD Awards Bring “Bittersweet” End to Sustainability Program
Just days after the interagency Partnership for Sustainable Communities was issued a death blow by having its funding axed in the FY2012 transportation budget, which President Obama signed into law Friday, HUD issued a reminder of just how sad that loss is: The agency released its list of 2011 award grantees -- communities embarking on visionary projects that, with this assistance, will enable them to plan for the future holistically.

Federal Support for Smart Planning Is on the Line Today
A Senate panel will vote today on two budget bills for FY2012, one of which is for transportation and housing programs. The draft of the bill isn't available until after the subcommittee markup today, but Smart Growth America is calling attention to the fact that it's important to make sure the bill includes funding for the Partnership for Sustainable Communities, the partnership between USDOT, the EPA, and HUD.

$100 Million for HUD Sustainability Program Survives in This Year’s Budget
With multiple versions of two years' worth of federal budgets flying around, some details are still emerging about what's in and what's out. At the end of last week we heard that the FY2011 budget, which has been sent to the president for his signature, includes $100 million for the Partnership for Sustainable Communities. According to HUD Sustainable Communities Director Shelley Poticha, the partnership was allocated $70 million for regional planning grants ($17.5 million is slated for regions with populations of less than 500,000) and $30 million for Community Challenge planning grants.

Livability and the GOP: A Conversation With HUD’s Mariia Zimmerman
Perhaps the Obama administration's greatest contribution to building more livable, less traffic-choked communities has been the new partnership between three agencies -- DOT, EPA, and HUD -- which are helping towns and cities grow more sustainably, using strategies from brownfield redevelopment to the provision of affordable housing along transit corridors. The agencies have collaborated to issue a series of grants to communities doing this work, but as the lower chamber of Congress shifts to Republican control, the funding for some of those programs is in question.

If You Come, They Will Build It: Notes on Livability From Rail~volution
Those looking for hope in this era of transit service cuts took heart from the words of William Millar, President of the American Public Transportation Association (APTA), at the Rail~volution conference yesterday. In his keynote speech, he Millar reasons to hope for a better future -- despite the fact that 84 percent of APTA members were cutting service, raising fares, laying off personnel, or delaying projects this year due to budget cuts.

U.S. DOT Unveils Full List of TIGER II Winners
The complete list of TIGER II grants has been released by U.S. DOT today, after members of Congress revealed many winners last week. In keeping with the department's livability goals, the list is filled with transit projects (especially streetcar lines), efforts to bolster the country's non-trucking freight network, and fix-it-first projects aimed at deteriorating roads and bridges.
