As Council Considers Requiring School Speed Humps, DOT Doubles Slow Zones
On the same day the City Council's transportation committee held a hearing on a bill that would require DOT to install speed humps around every public school in New York City in two years, the agency announced that it had selected 15 neighborhoods from 74 applicants to its Slow Zone program. Slow Zones include signage, a 20 mph speed limit, and speed humps.

Progress for Safer Streets From Queens and Manhattan Community Boards
Last night, the full board of Manhattan Community Board 6 passed a resolution in support of a DOT plan that would fill in a gap between two sections of Second Avenue's protected bike lane by replacing a car travel lane with parking from 23rd Street to 14th Street. Across the East River, Queens CB 1's transportation committee was receptive to community requests for traffic calming on 21st Street in Astoria and Long Island City, asking advocates to come back with more specific requests.

Last week, Staten Island Community Board 1 passed a resolution asking DOT to install bike lanes, while in Manhattan, a community-requested plan for a road diet and pedestrian islands continues to be delayed by two Harlem community boards.

Tonight: Community Boards Weigh Harlem and Staten Island Traffic Calming
Last week, DOT presented a plan to calm traffic on Morningside Avenue in Harlem [PDF] with a road diet and pedestrian islands. Community Board 10's transportation committee, which has a track record of dithering on and opposing livable streets projects, asked DOT for more data. Tonight, the action shifts to adjacent Community Board 9, which also covers the project area and could be poised to pass a resolution in support of the project.

Morningside Avenue Traffic Calming Awaits Support From Two Harlem CBs
From 116th Street to 126th Street, Morningside Avenue is known as a speedway between Harlem's residential streets to the east and Morningside Park to the west. A traffic calming plan from DOT [PDF] now waits while Community Boards 9 and 10 weigh in. Transportation committees of both boards received presentations from DOT, followed by question-and-answer sessions, but so far, there have been no resolutions advanced from the boards and Council Member Inez Dickens remains supportive of traffic calming in concept but noncommittal about the proposal on the table.

On a tour of her council district in East Elmhurst and Corona with Errol Louis of NY1 on Friday, Council Member Julissa Ferreras highlighted two livable streets projects: Corona Plaza, a popular gathering spot near the 7 train, and wider medians on Astoria Boulevard to help seniors cross the street.

Eyes on the Street: Traffic Calming, 20 MPH Zone at Williamsbridge Oval
Marcus Garvey Park in Harlem isn't the only green space receiving traffic calming improvements this summer. In the Bronx, Friends of the Williamsbridge Oval waged a fight with DOT to get crosswalks and pedestrian space near their park in the Norwood neighborhood. Now, a plan [PDF] presented to Community Board 7 this spring has been implemented.

Cyclist Gary Zammett Sr. Killed in Howard Beach; Where Is Eric Ulrich?
A cyclist was killed by a motorist in Howard Beach this week, on a street where residents say drivers routinely ignore stop signs. The crash occurred in the City Council district represented by Eric Ulrich, who has not responded to inquiries concerning street safety in the district.
